RADA failed to vote on the appeal to the COP for renaming the Dnipropetrovsk region
Rada Verkhovna refused to send to the Constitutional Court to assess the constitution of a bill to rename the Dnipropetrovsk region in Sicheslavskuyu.
202 deputies voted for the inclusion of bill No. 8329 on the agenda and address to the Constitutional Court, with at least 226, the reports of Ukrayinsky Novini.
In accordance with the Constitution, the Rada may consider the draft law on its amendment if there is a view of the Constitutional Court on the compliance of the draft with the requirements of Articles 157 and 158 of the Basic Law.
According to Article 157, the Constitution can not be changed if the changes provide for the abolition or restriction of the rights and freedoms of a person and a citizen or if they are aimed at eliminating independence or prohibiting territorial integrity of Ukraine .
Also, in accordance with this article, the Constitution can not be changed in a state of martial law or emergency condition.
According to Article 158, the draft law on reform of the Constitution, considered by the Rada and adopted, can be presented to parliament before no one year from the date of its decision.
Also in accordance with this article, the RADA can not, in its period of office, twice change the same provisions in the Constitution.
The document provides for reforms to Art. 133 am the system of administrative and territorial structure of Ukraine, according to which the Dnipropetrovsk region is renamed to Sicheslavsky.
In the case of a positive constitution of the Constitutional Court, amendments to the Constitution are adopted by voting over the bill by 226 votes in the first reading and 300 in the next session in the second.
The current parliamentary session will last until January 18, 2019, and the next will open on February 5, 2019.
