Ljubljana – In today’s correspondence session, the government issued ten decrees to contain and control the covid-19 epidemic – including reissued decrees, as it was forced to comply with Constitutional Court requirements. There are no changes in the limitations of measures, students continue to stay at home, distance learning also continues for primary schools with a modified program, collecting people and moving between municipalities is still banned. There will be no public transport yet, restaurants remain closed. The “new” decrees come into effect on the day after they are published in the Official Journal.
It should be reminded that the Constitutional Court ruled a few days ago that distance education measures were not published in the Official Gazette and therefore invalid. This also casts doubt on the validity of other ordinances to curb the epidemic.

In the case of the government’s decision to extend school closures, in the Constitutional Court’s view, the conditions for suspending the ban on the provision of education in schools and temporary institutions for children with special needs will be met. The number of children studying there is so small that returning them to school cannot significantly affect the prevention of the spread of the virus and the control of the epidemic, they decided Thursday. On the other hand, further enforcement of potentially unconstitutional regulation could have adverse consequences for children with special needs, he added.
