SS Parties must be realistic on the implementation of the Peace Treaty

Today, 2 May 2019, a party review meeting of the Conflict Resolution Agreement in the Republic of South Sudan (R-ARCSS) has resumed and will continue until tomorrow 3 May 2019, in Addis Ababa, Ethiopia. For those who are not aware, the overall objective of this meeting is by official commissionUnication by the Intergovernmental Authority on Development (IGAD) is to “consider the status of implementation of the key stage key tasks of the agreement to regenerate, identify the progress made, the challenges faced and deliberate on practical steps that can be taken). to address identified challenges and ensure the timely formation of the Reformed National Unity Transition Government (RTGONU) ”.

Accordingly, the peace agreement under article 2.2.1 of the ARCSS provides that “the Pre-Transitional Period will commence on D-Day and continue until completion of training and relocation. the necessary unified forces. However, the training and relocation of the required unified forces will be completed within a period not exceeding eight (8) months. This provision exists on any other cross subject. In other words, security arrangements are one of the mandatory requirements to be completed within the timescale of eight (8) months before the formation of the RTGONU.

Now very practical, such security arrangements have not been made among other key tasks in the pre-transitional period, despite the establishment of the cantonio and assembling areas. What is this failure? What does it take to achieve this task? Does it mean that some of the armed forces groups do not control their forces to refer them to the identified cantonio and assembly sites? Therefore, these questions must now be looked at at the parties' ongoing review of the R-ARCSS before thinking too politically on the formation of the government.

Finally, the parties must also know that the R-ACSS is a political process. It can be changed when necessary but not equally an opportunity for parties to continue to operate on the peace agreement as they wish. Parties must reach an honest roadmap without relapse. This means and adding my voice, that the parties must agree a reasonable timescale, ideally extending four (4) months and re-committing to perform key tasks that are remaining from & # The pre-transitional period. The justification for such an extension is that the unilateral government formation even if supported by the majority political forces against minority ones, will not represent the true character of unity government as peace is by consensus and not a no-sum game. .
