For the first time, parents will be able to cheat their address to the new Education Department website to see local school registration boundaries.

Under the changes, all headteachers will be notified of being able to register their school so that they have greater clarity about what students they need to accept and who they can refuse.

School registration rules remain the same, with each student having access to a local neighborhood school. Families will still be able to register their children in state schools outside of local hardship if they have a capacity.

Earlier this year, controversial changes that schools saw turned into hundreds of students living outside the local area.

Under those changes, schools do no longer have the right to additional mobile classrooms if 50 per cent or more of their students do not live locally.

Henry Grossek, head teacher of Berwick Lodge Primary School, said the changes would give a registration ceiling to all schools to help manage growth – change it has been recommending for years.

"We will check capacity on land and school facilities to see your maximum number," he said.

"Previously, the heads would go to a regional director and say, we're full.

He said this caused confusion and stress for parents and schools.

However, Mr Grossek said that the new changes would certainly cause more confusion to parents, whose preferred school has already been eroded by the new rules for mobile classrooms.

Sue Bell, president of the Association of Secondary Head Teachers of the Victorian State, said the changes had been aimed at consolidating the growth of large and popular schools.

The 2017 Auditor General's report revealed that over half of Victorian parents now avoid their neighborhood school.

The Andrews government has promised to build 100 new state schools over eight years to provide for student progress.
