"We want to make the most of your learning, so when we're ready to make a real mission, and here's the right security for crews."
SpaceX has already done more than a dozen non-festival trips since 2012 carrying supplies to the ISS with the cargo version of the Dragon capsule.
But the security criteria for flights are higher, and NASA said that the Dragon Crew had some problems, including with parachute.
"It's a really big deal for SpaceX," said Hans Koenigsmann, vice president of the company established by the billionaire Elon Musk.
